Google Backup and Sync doesn't upload photos that already exist and keeps displaying these as "Skipped Items" The message is "these photos and videos are already in google photos"

first you need to go get DB Browser for SQLite. SQLite is the database the photos client uses. After getting that tool you can use it to open the settings database. Generally the database can be found here C:\Users\YourUserNameHere\AppData\Local\Google\Drive\user_default\sync_config.db though your system may vary. Use the browse data tab to view the data contained in the data table. Finally, scroll down until you find the setting copy_duplicate_photos. You can edit its value from a 0 to a 1. Restart the backup and sync client and away it goes. Just to be clear, there may be ramifications that are unknown from doing that. I set the option back to 0 once my files were synced
